ABSTRACT
The week of 12–18 October 2026 put Lebanon’s push to restore state authority to three concrete tests. On 12 October, the EU Council established a three-year mission to train the Lebanese Armed Forces and Internal Security Forces. Two days later, UN peacekeeping chief Jean-Pierre Lacroix warned that no arrangement yet exists for the south after UNIFIL’s mandate ends, as Israeli strikes continued and Beirut prepared for military talks in Tampa on 20 October. On 15 October, Hezbollah claimed the explosives seized at Dahr al-Baidar and demanded their return, challenging the government’s monopoly on arms. On 16 October, Qatar announced a prospective electricity project, with no binding agreement yet signed.
This report summarizes the week’s key developments in security, sovereignty, and the economy, and what each means for Lebanon’s path ahead.
